TITLE I ASSESMENTS
The Minnesota Comprehensive Assessments (MCAs) and Minnesota Test of Academic Skills (MTAS) are state assessments that help school districts measure student progress toward Minnesota’s academic standards. They also fulfill federal requirements under the Elementary and Secondary Education Act (ESEA).
Students take one test in each subject—reading, mathematics, and science—based on grade level and eligibility. Most students take the MCA, while students receiving special education services who meet specific eligibility criteria may take the MTAS.
Reading: MCA (grades 3-8, 10) or MCA-Modified (grades 5-8,10) or MTAS (grades 3-8, 10)
Mathematics: MCA (grades 3-8, 11) or MCA-Modified (grades 5-8, 11) or MTAS (grades 3-8, 11)
Science: MCA or MTAS (grades 5, 8 and high school)
EVERY STUDENT SUCEEDS ACT
The Every Student Succeeds Act (ESSA) establishes two main types of school support: Comprehensive Support and Improvement (CSI) and Targeted Support and Improvement (TSI). Schools can be identified for these supports in multiple ways. In addition, Minnesota’s World’s Best Workforce (WBWF) law requires school districts to be identified for support based on local performance.
Minnesota’s ESSA state plan includes a third type of support, now referred to as CACR. This designation is provided by the Minnesota Department of Education (MDE) to schools needing additional assistance beyond comprehensive and targeted support.
Public Display of Hotline Number to Report Suspected Misuse of Federal Funds
The Elementary and Secondary Education Act (ESEA) requires all local school districts and charter schools that receive ESEA Title funds to display fraud prevention hotline contact information in a public location.
This requirement is intended to ensure that “any individual who observes, detects, or suspects improper use of taxpayer funds can easily report such improper use” [ESEA Section 9203].

Make a Complaint
Any person may make a Title IX complaint. Complaints may be made to the Title IX Coordinator as well as other persons within the District. Complaints can be filed 24 hours a day, 7 days a week. You can remain anonymous. Complaints to the Title IX Coordinator will be accepted in numerous ways:
